On December 5 2012, the U.S. Senate has passed a Resolution calling on countries to do more to prevent and resolve cases of children abducted by parents across international borders.  In 2011, 1,367 American children were reported abducted by a parent from the United States to a foreign country. Adoption is a legal process employed throughout the country through the nation's family law courts to place children with non-biological parents. While there is no given right to adopt, couples and individuals alike are able to gain custody of a child through adoption, gaining full parental rights over that child in doing so.
